The UC Policy on Reporting Child Abuse and Neglect, effective July 1, 2013, was written to comply with the California Child Abuse and Neglect Reporting Act (CANRA). CANRA requires employers, including the University, to identify Mandated Reporters (i.e., individuals who are required to report observed or suspected child abuse or neglect to specified authorities) and to obtain, as a condition of employment, acknowledgment of their reporting obligations. The policy also describes instances of reporting requirements for all employees.
Mandated reporters are employees who, by virtue of their position, activities, licensure or profession, are required under CANRA to report observed or suspected child abuse to specified authorities. For additional information, see Appendix A (“Mandated Reporter Categories”) in the UC CANRA policy.
At a minimum, mandated reporters include, but are not limited to:
All units/departments, in addition to those listed above, must individually identify employees as mandated reporters based upon their position and/or duties. They should also attempt to identify volunteers who are mandated reporters.
After reviewing the CANRA policy, if you still have questions about whether an employee is a mandated reporter, please contact WRPolicy@uci.edu.
All Mandated Reporters must sign an Acknowledgment Form.
Additionally, training on child abuse and neglect identification and reporting is required at a minimum for certain human resources employees (including academic personnel staff), or other such campus employees who are charged with handling discrimination complaints as defined in CANRA, and adults who supervise minor employees. Employees will be notified if subject to this requirement. Assigned training can be found on the UC Learning Center website.
You do not need to be a mandated reporter to report an incident. Anyone may make a report to the appropriate state agency, or to any law enforcement agency, including the UC Irvine Police.
Mandated reporters are required to immediately report observed or suspected child abuse or neglect using at least one of the methods listed below:
Healthcare facilities may have other reporting requirements (UC Policy, Section III B.3.). Please check in with a supervisor or Human Resources for additional information.
Supervisors
All supervisors must promptly forward all reports that relate to child abuse and crimes against minors under 14 to the UC Compliance Hotline at (800) 403-4744.
